Contractor waives preliminary hearing in Troy: Charged with home improvement

TROY – Bobbee and George Wilcox of LeRoy Township came face-to-face Wednesday in Troy with the contractor they desperately – and unsuccessfully – had been trying to contact.

But the encounter wasn’t at the contractor’s office or a job site.

Rather, it was in the lobby of Magisterial District Judge Jonathan Wilcox of Troy. And the contractor was in handcuffs and shackled.

And while the contractor, Robert Anthony Kolovich, 57, of Northumberland, walked out of the courtroom and in clear sight of the Wilcoxes, he didn’t say a word to the couple.

He was simply led out of the office by a member of the Bradford County Sheriff’s Office and escorted to a van, to be transported back to the Bradford County Correctional Facility.

The couple didn’t say anything to Kolovich, either.

When asked for comment by The Daily Review, George Wilcox said that he just wanted justice to take its course.

According to Pennsylvania State Police, Bobbee and George Wilcox were victimized in a home improvement scheme involving Kolovich.

Police said Kolovich was charged with two counts of deceptive or fraudulent business practices, two counts of home improvement fraud, theft by deception, and receiving stolen property, all felonies.
